1. Good Practice Review: Cash Transfer Programming in Emergencies (CaLP/ODI 2011) - the complete, up-to-date picture
2. Making the Case for Cash: A field guide to advocacy for cash transfer programming (CaLP 2011) - short and sweet summary of the main arguments for using cash-based programming in emergencies
3. ICRC/IFRC Guidelines for Cash Transfer Programming - practical and comprehensive manual for implementing different types of CTP
4. Delivering Money: Cash Transfer Mechanisms in Emergencies (CaLP 2010) - the nitty gritty of how to transfer money to people in emergencies
5. Communicating Cash to Communities: A field guide (CaLP 2011) - what communities need to know, when they need to know it, and how to communicate it
6. Cash and Vouchers in Emergencies - HPG Discussion Paper (HPN 2005) - an older document, but a fantastic overview of the policy perspective and issues
7. Cash Technical Working Group Guide (CaLP 2011) - if you are implementing and find yourself participating in or needing to set up a cash technical working group, this guide suggests key issues for discussion and provides a sample TOR
8. Walking the Talk: Cash Transfers and Gender Dynamics (Oxfam / Concern 2011) - do cash transfers really empower women? what is their impact on household dynamics? this research asks the hard questions and makes recommendations
9. Ready or Not? Emergency Cash Transfers at Scale (CaLP 2011) - overwhelmingly, emergency CTP programmes to date have been relatively small-scale - but why? This research examines the obstacles and makes recommendations for donors, humanitarian actors, and CaLP to move forward
10. Cash Transfer Programming in Urban Emergencies - A toolkit for practitioners (CaLP 2011) - just published! A practical toolkit for urban CTPs, including a downloadable annex of tools ready to be customized.

I put up the library and the website already but missing a top ten.... go under resource library and you will see it...
Comment by Breanna R on January 19, 2012 at 3:41pm Lots of great questions here... If you haven't already, check out www.cashlearning.org, an online resource platform dedicated to documenting best practices & lessons learned about cash-based interventions in humanitarian aid.
If you want a starter document, the first chapter of the 2011 "Good Practice Review 11: Cash Transfer Programming in Emergencies" by Sarah Bailey and Paul Harvey is an excellent overview.
Finally, check out www.cashlearning.org/resources/tools for a set of practical field guides to cash transfer programming including how to use different payment methods / modalities (for example: vouchers, voucher fairs, direct cash, smart cards etc) as well as some communications guidelines for undertaking cash-based programming.

Comment by Pia on December 15, 2011 at 10:44am This is not at all my expertise area, but I was wondering what kind of economic investments have borne fruit (i.e. revenue for who was targeted)? I think of cash-based programming as kind of a misnomer...isn't it all cash-based? And, that it's small scale only...but is that really the case? Looking forward to learning more about the topic as a full-on ignoramus in this...
