Thought some of you might be interested in this new report from CaLP (the Cash Learning Partnership): "New Technologies in Cash Transfer Programming and Humanitarian Aid":

Looking at low-income and disaster affected countries in the last 5 years, the research looks at the use of:

- E-payments (mobile phone, smart card, debit card, mobile voucher)

- Mobile phones for 1 and 2-way communications

- Digital Data Gathering technologies (including biometric)

- Emerging technologies (e.g. crisis mapping)

and documents benefits/challenges of each as well as lessons learned from implementing programmes with these technologies.

The report also looks at:

- Cross cutting themes (cost-effectiveness, accountability)

- Constraints to wider adoption of new technologies in humanitarian aid (technological, operational, financial, regulatory, political, institutional, attitudinal)

And recommends actions for the humanitarian community to move forward with the uptake of new technologies in varying levels of technological environment.
